1. Q: Is it possible to install plugin into some system-wide directory that all user accounts on Unix systems could use dictionary without installing plugin separatly?

   A: Yes, it is. System administrator can copy installed plugin directory from ~/.opendict/dictionaries/plugins/ to /usr/share/opendict/dictionaries/plugins/ and it will be available for all users.
